Inauguration
On September 8, 2015, RTV Psychological Assessment and Counseling Service held its inauguration and office blessing in Casbog, Magtaking, San Carlos City, Pangasinan — marking the formal opening of a dedicated professional counseling and psychological assessment practice in the heart of Region I.
The blessing ceremony was presided over by Rev. Father R. Layog of Tandoc Parish Church, San Carlos City. Attending the occasion were Dr. De Vera’s mentors, colleagues, friends, relatives, and well-wishers — among them members of the Philippine Guidance Counselors Association (PGCA), Pangasinan Chapter, whose guidance was instrumental throughout her transition into private practice.
Dr. Rosalina T. De Vera, Ph.D., founded RTV Counseling after retiring as Guidance Counselor and SPED Coordinator at Pangalangan National High School, San Carlos City, bringing over three decades of professional experience in guidance, special education, and psychological assessment to the communities of Pangasinan.
That founding commitment — to make licensed, professional counseling accessible to every family, student, and institution in the region — continues to guide every session and service offered today.
